Is Poverty a Crime?

When taking a sobering view at the Criminal Justice System in Canada, there is one question that I often ask myself; is Poverty a Crime? It seems to me that it is. All of the UCR Data (Unified Crime Reporting) in this country indicates that being poor is a crime. A better question to ask our elected officials is; if being poor isn't a crime, then why are all of the people in jail poor? That question has more validity and I will tell you why.
